AIDSInfo is the authoritative source for United States federally approved medical practice guidelines for HIV/AIDS. The guidelines are available in multiple formats, including summary tables. 

The CDC's Division of HIV/AIDS Prevention (DHAP) within the National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) at the CDC develops guidelines on HIV prevention and care. CDC guidelines cover HIV testing, prevention, surveillance, and program management, and often include implementation resources for programs.
